Hai, never really posted here much but wanted to give my *cough* expertise *cough* opinion on the matter. The site's item tips are nice but the theory crafting doesn't really get to the point. (and the spreadsheet I found is so extended taking numerous things in account, yet it seems to have some errors) I have done my share of theorycrafting on this matter based on my own stats and just plain how much dps it results in. I confirmed it ingame though the calculations take 3600 seconds of casts as a basis and I cba to try that in game. So for the cold hard facts, in relative short!

Remember this is based on ideal rotation, you will rarely achieve this in-game, but its also unbuffed, so that compensates a bit.

First on: gear. I have 2 trinkets Scryer's Bloodgem (http://thottbot.com/i29132) and Figurine - Shadowsong Panther (http://thottbot.com/i35702), so these are included in the calculations. I also own the must for moonfire rotations Idol of the Unseen Moon (http://thottbot.com/i33510). Unfortunately I do not have the starfire idol so I did not take that idol into calculations, even if the rotation doesn't use moonfire.

Also and this will be unique unless you pvp, I have 3/5 s4 2/5 s2, of which the 4/5 set bonus gives a ~10% chance on every wrath cast, to decrease starfire cast time by 1.5 seconds.

My counting stats: ~1000 spell damage, ~22% crit chance in moonkin

Here we are, the real work:

Starfire Spam: ~842 dps
--Obviously the lesser of all, but its mana efficient

Starfire + Insect Swarm rotation: ~963 dps
--Most mana efficient rotation, best for long boss fights. There's also one with r1 moonfire to get the 140 spell damage bonus, but it reduces dps by 100 making it pointless, so I didn't put it here.

Wrath Spam: ~989 dps
--Just plain old manaburning

Wrath + Insect Swarm rotation: ~1064 dps
--Nice rotation but it still burns mana

Starfire + Insect Swarm + Moonfire Rotation: ~1146 dps
--This is one of the more mana efficient rotations, even though moonfire is the most mana inefficient spell around, this is doable for boss fight rotations.

Wrath + Insect Swarm + Moonfire rotation: ~1225 dps
--This is almost the most mana inefficient rotation, but the best you can do without arena set bonus (even with casting starfire on crits, wrath will keep doing most dps, at best it saves mana)

Wrath + Insect Swarm rotation+: ~1262 dps
--The + means + arena set bonus, you can see an increase of almost 200 dps compared to the non + rotation.

Wrath + Insect Swarm + Moonfire rotation+: ~1307 dps
--Because the moonfire added to the rotation gives less wrath casts thus less arena set bonus procs, there is a significant less increase in dps here, but its still the best dps rotation around. This is also the most mana burning rotation because 1-1.5 second starfires burn even more. (even though save with haste your global cooldown will be 1.5 seconds anyway so you can never get more dps with shorter casting time due to crits) This is only maintainable in raids on either trash, or bosses when you have a decent Shadow Priest in group. And ofcourse for parts of fights you wanna get through really fast :-P This also goes for the non+ rotation ofc ;-)

Additional comments:
In Heroics while also on cc and occasionally off-healing, (in)voluntarily off-tanking because I nuke too hard and unable to use best rotations on trash that dies too quick, I have been able to maintain 900-1100 steady dps. On several occasions where I was able to maintain my rotation without fear of getting agro I have maintained ~1100-1300 dps for an entire boss-fight with an Shadow Priest present. Using mana efficient rotations I kept stuck at 950-1150 dps on boss fights without Shadow Priest depending on the boss, taking pots whenever I could. All of this seems to confirm the calculations I made above, so as a moonkin you will have an idea of what rotation works best.

But remember, I always took alot of mana pots with me, on trash or in lesser raid instances like kara you'll manage with less and can drink in between, but for ZA timed runs I have taken and used more then 20 pots on an occasion where there was no Shadow Priest around, to be able to maintain high dps for the raid. So be ready to sacrifice if you want to contribute ;-) Despite all this I do get oom occasionally with pots down and innervate down. Usually when I know a hard part of a fight is coming I regen a bit before that so I can give a full nuke through it.

These efforts have made me unbeaten in damage charts, with only extremely mana efficient fights making the gap smaller with certain warlocks/fury warriors. (even though they outgear me anyway)

Hope this is usefull to you guys ;-) (or at least better overviewable, more to the point then most info)

Edit: added some colors to make it better overviewable
