Sometimes players ask if haste rating is useful for holy paladins, I usually tell this is not the case. Haste is not a bad stat, but you will have to sacrifice other stats like spell crit or mp5 for it. This means that you when you go for haste you will be able to heal less with the same mana pool, and running out of mana is the last thing you want.
For a healer will haste only make sense when you have a significant amount of it, let’s say at least 10%. In fights where mana is not a problem haste will help you to top the healing meters because your heals lands sooner than the heal of your colleague, but that does not make it useful :) .
15.7 haste ratinfg gives 1% haste and New Casting Time = (Base Casting Time)/(1 + (% Spell Haste)), with holy light the base casting time with light’s grace is 2 seconds! This means you need around 250 haste rating to make you flash of light 0.2 seconds faster.
My normal raid heal set is a mixture of spellcrit, mp5 and plusheal and has no haste, I would loose 50 mp5, 100 plusheal and 3% crit to get this much haste rating.
Haste could be useful for:
A faster emergency heal.
In some fights this could be useful, like with Winterchill to save the ice bolt victim. Your flash heal alone will not save the victim but might just buy a bit more time to react.
To do more burst healing:
If we ignore crit, because you cant rely on that, than Healing/second depends on plusheal and casting time. If you normal holy light does 5k, you can heal for 2500 per second.
This would increase with 15% for both your flash heals and holy light, it will be impossible to get this amount by stacking plusheal. You will loose mana efficiency to get this much haste so be carefull when you go for this.
To be able to downrank spells:
Downranked holy lights give more healing per mana, rank 9 gives 10% more healing per mana. There are articles on Elitest Jerks that will tell you how useful this is, but spamming holy light will drain your mana pool very fast so I really doubt that there are many situations where this is useful.
Having typed all this I will make a haste set. Situations where it might be useful:
Magister Terrace, especially the 2nd boss but I also easily run out of mana there.
Hard hitting bosses like Morogrim where you don’t need resistance gear (Anatheron).
Naj’entus, might help the spined and might help to heal group faster after braeking the shield
Winterchill, might help to save the ice bolt victims
Malacrass, would help during the spirit bolts.
In most of these fights I will need my mana regen to, especially when the fight takes a bit longer than expected, so in most cases I will only choose for haste when there is a shadow priest in my group.
